What must match before cleaning prices can be compared?
The site inventory, task boundaries, frequency, access window and supply responsibilities must match before totals are compared. Send every bidder the same versioned scope of work and request an explicit list of deviations.
Compare routine visits, initial recovery work and periodic projects in separate rows. Ask whether waste transfer, washroom floor care and restocking labour are already inside a bundle. Do not treat a missing item as free or assign it a made-up cost. Mark the proposal incomplete until the bidder clarifies the difference.
How do you convert a per-visit price to a monthly budget?
For an average monthly planning budget, multiply the per-visit amount by weekly visits and by 52/12. Three visits per week equal 13 visits per average month; this is a budgeting convention, not a count of visits in every calendar month.
Ask each bidder whether invoices use a fixed monthly amount, actual completed visits or another agreed basis. Confirm how holidays, closures, missed access and rescheduled visits affect charges. Keep every comparison in CAD on the same stated tax basis, with applicable tax identified separately; do not silently mix tax-inclusive and before-tax figures.
What does a normalized quote comparison look like?
A normalized comparison shows both the arithmetic and the unresolved scope. Synthetic example: Bid A is CAD 250 per visit and Bid B is CAD 280 per visit, each for three visits weekly and the same stated tasks. Their average monthly amounts before GST are CAD 3,250 and CAD 3,640; the difference is CAD 390.
A fictional Bid C at CAD 2,900 monthly equals about CAD 223.08 per visit on the same 13-visit convention, but excludes washrooms. Its total cannot be ranked against A and B until that scope gap is resolved. None of these invented bids is a Canadian market benchmark, a YEG commercial cleaners offer or evidence that the higher bid delivers better service.
Should the lowest hourly rate decide the purchase?
The hourly rate alone should not decide a task-based cleaning purchase because the required labour and included costs also matter. Ask how proposed cleaner-hours relate to the site and scope, and distinguish crew time from total labour time.

How do you choose once the prices are comparable?
Choose using the requirements and evidence that matter to your building, alongside the normalized cost. Record access arrangements, documented exceptions, communication responsibilities and how corrections will be reviewed.
